The project area is a very dense urban square area in Izmir city. The idea of increasing public use by building a structure that touches the ground minimally, instead of a structure that completely uses the project land, was decisive in the project.The fact that the assembly hall has a gradual structure in design enabled the building to be extended as a console and the city council to be designed as this console. The columnar design in the historical Agora structure in Izmir has taken its place as a structural solution in the structure with the columns carrying the console of the parliament building.

The three-column, in which the assembly is carried, represents the people who shape democracy with the elections they have made, and explains that the assembly can survive with this popular election. Thanks to the gradual elevation of the assembly structure to occupy the least space on the square, the remaining area opens towards the mosque and monument with steps and continues the public space in the project area. Instead of a building that covers the whole area, the building is positioned in a way that touches the ground the least and increases the use of people.
The semi-open public space designed on the basement floor can be accessed from two points, and the exhibition area and cafe area below can be accessed.
The building facade is designed as a mesh facade and has a secondary facade.Woven metal fabric is a sustainable building material that reduces environmental strain. The metals uses for mesh facades and other project applications are readily recyclable and come from recycled materials. We achieved a sustainable facade by using recyclable materials on the facade.We provided light transmission, climate control, solar shading, maintenance and servicing, light reflection because of using mesh facade in our design.
The building is not designed as a rectangular box like classical municipal buildings. The main element of the design is the stepped structure of the parliament building in the form of an amphitheater, which reflects the use inside. The fact that the Columned Agora structure finds its place in the structure with the columns carrying the cantilever assembly makes the structure an architecture that connects with its history. There are exhibition streets below the ground, rising to the building with terraces, and public use continues on top, and a cultural activity area has been defined under the stepped terraces.
It has an architecture that represents a radical stance against other building stocks.
