Twenty-four years after a devastating fire struck a building on Rue Fraizier, this 44-unit housing project marks a significant step forward in the neighborhood’s recovery
Saint-Denis, one of the most vibrant and historically rich cities in the Paris region, is undergoing a phase of urban and social rebirth driven by an innovative project developed by DREAM.
The project concerns a site between Rue Fraizier and Rue du Landy, which now hosts a 44-unit residential development comprising two volumes. This is an important milestone in the renewal of the neighborhood since the tragic fire 24 years ago.
On the night of February 1–2, 2001, a fire devastated a historic building on Rue Fraizier. The building, which was left derelict for many years, became a symbol of the housing crisis and the need for urban transformation. More than two decades on, DREAM’s project is transforming the neighborhood by improving living standards, strengthening social connections, and rebuilding the community fabric.
The complex comprises 44 apartments, evenly divided between affordable rental housing and shared-ownership units. Each dwelling was carefully designed to optimize the use of space and maximize natural light. This was in response to the building guidelines developed by Plaine Commune Habitat, the public agency that manages more than 20,000 social housing units in the Plaine Commune, a grouping of nine cities in the Seine-Saint-Denis department of Île-de-France.
The complex stands out for its rhythmic design, with the slender lines of its sunshading and balconies softening its visual impact and contributing to its sensitive integration into the urban setting. The choice of timber and concrete prefabrication systems reduced environmental impact, optimized construction schedules, and produced a coherent, lasting aesthetic.
The complex opens onto a large garden, accessible from both main entrances, which provides a communal green space for all residents. Each building also has a rooftop garden and relaxation areas, encouraging contact with nature and creating meeting places for the community.
