Le programme pour le siège du SDEA était d’adapter l’existant et d’augmenter sensiblement la surface du bâtiment, de réaliser un outil de travail confortable, fonctionnel et évolutif, dont les performances seraient certifiées. Il comprenait principalement le réaménagement du site (centre technique), un centre administratif, un laboratoire d’analyse des eaux et des locaux pour les techniciens.
Situé au cœur d’une zone artisanale et commerciale en pleine évolution et sans ordre apparent, ponctuée de bâtiments aux échelles et façades toutes différentes, il était aussi important de souligner le caractère institutionnel et pérenne de l’établissement, et de traduire par la construction et le traitement de ses abords l’attachement du SDEA à l’environnement et à la précision scientifique.
La réorganisation de la parcelle, bien que plus dense, a permis de développer tout autour du terrain, avec le botaniste Philippe Obliger, un écrin végétal composé de haies mixtes, de vergers et de prairies fleuries, propices au développement de la biodiversité, et de libérer totalement le périmètre du bâtiment tertiaire pour y créer un parvis et des jardins. Trois patios contrastés, ainsi qu’un long bassin planté d’hélophytes, complètent ce dispositif paysager qui redéfinit en profondeur les transitions depuis l’espace public, l’ancrage au sol du siège et l’environnement immédiat des bureaux.
Le nouveau bâtiment administratif forme un carré parfait, homothétique du bâtiment d’origine et absorbant celui-ci en plan et en façades. Les laboratoires, « vitrine technologique » du SDEA, constituent une aile à part.
L’intérieur est organisé selon un mouvement diagonal inverse à celui de l’extension : depuis l’entrée à l’angle Sud-Est, le hall s’étire jusqu’au cœur du bâtiment, entre deux patios, un volume en triple-hauteur dont l’escalier mène à la salle des commissions permanentes.
Le plan carré, apporte au SDEA toutes les liaisons fonctionnelles nécessaires aux nombreux services et sous-services et permettra de les faire évoluer. Le cloisonnement est modulaire, la trame alternant petites et grandes travées pour offrir une plus grande variété de surfaces.
Les façades sont anthracite, noires ou grises, voire vertes selon l’heure et la météo. Le calepinage précis des feuilles de zinc contraste avec la simplicité du volume. L’édifice satiné interagit avec la végétation qui l’entoure, le premier constituant l’écrin de la seconde et inversement.


English abstract :

The new program for this water purification facility required the adaptation of the existing building and an increase in its surface area. This included creating a more comfortable, functional and adaptable workplace. To achieve this, the program required a reorganization of the site (technical center), an administrative center, a water analysis laboratory and premises for the technicians.
Located in the heart of an industrial zone undergoing major changes and with very heterogeneous architecture, it was important to highlight the institutional and lasting character of the establishment, and its focus on environmental issues and scientific accuracy.
The entire property was designed to be a green bower composed of variety of hedges, orchards and flowering prairies, fostering the development of biodiversity. Three contrasting patios, as well as a long pool designed for aquatic plants, complete this landscaped arrangement.
The new administrative building forms a perfect square, whereas the laboratories, a “technological showcase,” are in a separate wing. The square floorplan facilitates the functional links required by the many services. Its interior partitions are modular, thereby enabling a much greater variety of layouts.
The zinc façades are anthracite, black or gray, and even green depending on the weather. The silken appearance of the building’s exterior interacts with the vegetation surrounding it, the former serving as a bower of the latter and vice versa.

Curriculum

The Richter Architectes & Associés projects are influenced by the mixing of French and German cultures. Sister and brother, Pascale and Jan Richter were both raised in Germany, where architectural modernity is a natural landscape. In their achievements, the relationship with nature is expressed by a built volume having its autonomy, its opacity, thus allowing nature to express itself instead of domesticating or engulfing it. Likewise, they always create a thickness between exterior and interior, not a barrier, but a transition that invites and protects. In France, soon joined by Anne-Laure Better, they perceived the poetic dimension that space could provide, which is revealed by the variations of natural light, the visual transparencies from one room to another, a framing on the city... By realizing health buildings, like psychiatric institutions for children, they learned the quality of use, the meaning and effects of space, for users feeling everything stronger than anybody else.
